The plan aslo needs to consider sizing and development of transporation infrastructure, <br /> storm water utilities, waste water utilities and any other necessary utilities. None of these <br /> items should be looked at independently. Close coordination of reclamation or final grades <br /> and all of the infrastructure and utilities will be required to provided for the successful <br /> development and serve the future needs of this area. The plan also needs to recognize the <br /> sand and gravel deposit that is being mined. This is a valuable natural resource.
