ElkRi F1k River cmvelMi�nnmrim <br /> ver <br /> Analysis of Opportunities and Constraints <br /> Utilities <br /> The Elk River Municipal Utilities (ERMU) provides electric and water services to Elk River and <br /> surrounding areas and is responsible for the construction, operation and maintenance of these systems. <br /> The Utilities Commission serves as the governing body for ERMU. Wastewater treatment and storm <br /> water management are the responsibility of the City Council and City staff. <br /> Previous Planning Efforts <br /> In 2013 the City underwent a study and investigation of the sanitary sewer system capacity. Sewer <br /> capacity (or the lack thereof) influences the type and intensity(density) of development. It also <br /> influences the timing and private and public costs to extend capacity to future developable areas within <br /> the gravel mining area. While the study completed in 2013 addresses many of the questions pertaining <br /> to capacity gained through expansion of the wastewater treatment plant and the financial implications <br /> of making these improvements, continued study and analysis of the future sanitary sewer system will be <br /> critical for future planning efforts. Figure 6 shows the area that was considered when sizing the <br /> upgrades to the wastewater treatment facility. <br /> The Comprehensive Plan includes information about the utility needs that the City of Elk River has now <br /> and into the future. However, the limitations of the utility system influence the type, form and location <br /> of future development. <br /> 11 <br />
