• <br /> 11) <br /> WHEREAS, requirements imposed by the Municipal Planning Act, the <br /> designation of the Mississippi River as being subject to wild <br /> and scenic rivers regulation and the desire of the City of <br /> Elk River to accommodate growth in a rational and efficient <br /> manner require that the City Council prepare and recommend for <br /> hearing and adoption amendments to its comprehensive plan and <br /> ordinances, regulations, and programs governing the land use <br /> and development within the City of Elk River; and <br /> WHEREAS, the fiscal posture of the City is such that an adequate and <br /> comprehensive land use management strategy cannot be formulated <br /> and implemented without financial assistance; <br /> NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Elk River, <br /> that authorization for the submission of an application for a <br /> Land Use Planning Grant as per M.S. 4.27-4.31 be given and; <br /> BE IT FURTHER RESOLVED that the Mayor and City Administrator are hereby <br /> authorized to execute the grant agreement on behalf of the <br /> City Council and; <br /> BE IT FURTHER RESOLVED that the City Council agrees to contribute the <br /> local share of $8,333 as stated on the grant application. <br /> Adopted by the Elk River City Council the 16th day of October, 1978. <br /> ' rl );(:rza nklin Madsen, Mayor <br /> ATTEST: <br /> Robert C.
