The Pipeline #1 <br />substation serves as the exclusive source of electricity for a crude oil pumping station operated by Minnesota <br />Pipeline. Except for routine maintenance, the existing transmission line has not been upgraded since it was built <br />and energized in 1963. Anticipated future load growth and probable new electric generation facilities in Elk River <br />and/or Cambridge will necessitate the upgrade of this existing transmission line. Larger electric conductors will be <br />required to deliver the ever increasing flow of electricity to the Pipeline #1 substation as well as further east to St. <br />Francis. The old poles are inadequate to support the weight and tension of the new conductors; therefore the old <br />poles need to be replaced with larger poles. Furthermore, the new poles will provide a higher degree of safety by <br />providing additional ground clearance for the new conductors. This project will be completed concurrently with the <br />new 11-mile long CO-SP 69 kV transmission line between St. Francis and the Pipeline #1 substation. <br /> <br />Proposed Route <br /> <br />The new 69 kV line will generally follow the same route and alignment as the <br />existing "ELP" line. The new transmission line will begin in the northwest corner of <br />Section 14 in the northern segment of the City of Elk River, and then continue <br />easterly for 2 miles along the north line of Sections 14 and 13. From there it <br />continues 1-1/4 miles northerly along the west right of way line of Anoka County <br />Roads 24 and 70, also being the easterly limits of the City of Elk River. From this <br />point the line proceeds 1/2 mile easterly along the north side of Anoka County <br />Road 70 to Baugh Street, then continues 1/4 mile north along the west side of <br />Baugh Street to its termination at the Pipeline #1 Substation. The new <br />transmission line structures will consist of single wood poles with horizontal <br />insulators.
