Both the city council and Elk River <br /> Municipal Utilities Commission has adopted section 102 Water Service Connection of the <br /> "Water Rules" as attached to this letter. My question to you is as follows: <br /> 1) Does section 102 "Water Service Connection"have adequate language to prevent <br /> water customers from installing new wells for irrigation purposes when the municipal <br /> water system is available? If not, what changes should be made? <br /> 2) How do we enforce section 102 if irrigation wells are installed outside of possible <br /> enforcement by DNR or MNDH? <br /> 3) Are there other avenues available to us to prevent this activity? <br /> Would it be possible to receive a response by January 8, 2007 before our next Elk River <br /> Municipal Utilities Commission meeting?
