• <br /> City of <br /> TO: COUNCIL AND CITY STAFF le: <br /> Elk River FROM JIM TRALLE, MAYOR <br /> look <br /> DATE: FEBRUARY 26, 1990 <br /> SUBJECT: LAKE ORONO <br /> February 22 I was a guest of the Lake Orono Homeowners <br /> Association at their annual meeting. A number of topics came <br /> up that need to be addressed. The following are my thoughts on <br /> some of the issues that are of concern of the homeowners along <br /> Lake Orono. One of the biggest concerns the homeowners on Lake <br /> Orono have is the safety of watercraft . The Parks and <br /> Recreation Commission have reviewed an ordinance currently in <br /> effect in Big Lake, Ordinance #301, a copy of which is <br /> attached. I suggest that legal staff draft a similar ordinance <br /> to this and begin the process as soon as possible. I would <br /> like to see this ordinance in effect by the middle of April at <br /> the latest. I believe this ordinance will control speed and <br /> direction of the boating traffic . <br /> 111 Any type of ordinance we enact that will regulate boating <br /> traffic on this lake will need to be well publicized. I <br /> suggest that we use a display ad in the Star News when we start <br /> holding public hearings on the issue. It is quite possible we <br /> can get some type of coverage from the Star News on how <br /> effective the ordinances is in Big Lake and our rationale <br /> behind creating this type of law. <br /> The homeowners around Lake Orono will need to be contacted. I <br /> believe we can do this through the president of the Homeowners <br /> Association. Once an ordinance is in effect, a large sign <br /> needs to be erected at the boat landing to let all people <br /> entering the lake with boats know what the ordinance is . <br /> Any ordinance we adopt needs to have teeth in it. Tony Mikols <br /> of the Sherburne County Sheriffs Boat and Water Patrol gave an <br /> example of how the parking of power boats on the swimming beach <br /> on Lake Orono ceased last summer. By strictly enforcing the <br /> ordinance and handing out tickets with a fine of $245, the word <br /> of mouth spread very quickly and it is no longer a problem. <br /> Any ordinance we enact is definitely going to have to have <br /> teeth in it . <br /> The number of boats and trailers being parked, and outside <br /> nonlakeshore people using the lake, was of concern. With the <br /> • continuing low water levels on area lakes, Lake Orono will <br /> become a more popular lake because it is a reservoir and the <br /> water level can be controlled. A number of residents wanted <br /> the City to decrease the number of parking stalls at the boat <br /> landing for boats and trailers. I objected to this and said <br /> 720 Dodge Ave. N.W.
