TRAIL GRANT PROPOSAL <br /> The Elk River Nordic Ski Club would like to help the City of <br /> Elk River improve the present Elk River Ski Trail System. <br /> One of the Elk River Nordic Ski Club's goals is to obtain <br /> money through the Minnesota Department of Natural Resources <br /> to improve the Elk River Ski Trail System. The Minnesota <br /> Department of Natural Resources has a program called the <br /> Minnesota Trail Assistance Program which offers money for <br /> developing, grooming and maintaining ski trails. However, in <br /> order for us to become a part of the program, we need the <br /> City of Elk River to Sponsor our Club. (Note : The Elk River <br /> Nordic Ski Club is Incorporated and carries Liability <br /> Insurance! ) <br /> BENEFITS: If we are accepted Into the Minnesota Trail <br /> Assistance Program we could receive the following funding: <br /> A. 90% of Winter Grooming Cost <br /> B. 65% of Material and Development Cost <br /> C. 65% of Trail Maintenance Cost <br /> *** Funding not received through the Minnesota Trail <br /> Assistance Program could be shared between the City of Elk <br /> 411 River and the Elk River Nordic Ski Club. <br /> REQUIREMENTS FOR THE MINNESOTA TRAIL ASSISTANCE PROGRAM: <br /> 1 . The City of Elk River would designate itself a <br /> "Sponsor" of the Elk River Nordic Ski Club. <br /> 2. The Elk River Nordic Ski Club and the City of Elk <br /> River would enter Into a written agreement outlining the <br /> duties of each organization . <br /> DUTIES: A. Trail Development <br /> B. Trail Grooming <br /> C. Closing Trails During Poor Weather <br /> D. Patrolling Trails <br /> E. Filling Out Grant Applications <br /> F. Aquiring Land Owner Approval <br /> 3. Designate the Elk River Trails as trails belonging <br /> to the Minnesota Trail Assistance Program. This would be <br /> done by putting up Grant-in-Aid Trail signs. (This means <br /> that anyone skiing on the trail would be required to have a <br /> Minnesota Ski Pass. ) <br /> • <br />
