Item ~4.10.

Howard R. Green Oompany
QQNSULTING ENGINEERS

February 2, 2000
File: 803450J-0071

Mr. Pat Klaers
City Administrator
City of Elk River
13065 Orono Parkway
P.O. Box 490
Elk River, MN 55330-0490

RE: PEDESTRIAN BRIDGE

Dear Mr. Klaers:

As you are aware, the pedestrian bridge is almost complete with only final landscaping work to
be done in the spring of the year. We have talked with Congressman Oberstar's representative
in City hall about having some type of dedication ceremony in the spring of 2000. He has
indicated that Congressman Oberstar would be interested. At the same time I have had
numerous contacts from Mike Twaddle regarding a plaque at some type at each end of the
bridge dedicated to the memory of his son who was tragically killed on T.H. 169. In working with
Mr. Twaddle we have come up with a plaque that would have the following wording:

Dedicated in the memory of
John M. Twaddle
December 28, 1982-October 16, 1996
"He made a difference"
Dedicated on May ,2000

We have contacted two suppliers of these type of plaques and found that a plaque for each end
of the bridge would run approximately $2,000. Plaques would be approximately 12"x18". I have
also contacted Mn/DOT and confirmed that there is no problem if the City wants to install such a
plaque on the bridge as long as it cannot be seen from a vehicle on T.H. 169. My thought would
be that the plaques would be mounted just inside the bridge so that only pedestrians crossing it
would see these plaques.

My question to the City is two-fold. Number one; do you have any objection to having such a
plaque such as I have described at each end of the bridge? Number two, would the City be
willing to fund to approximate $2,000 cost?

\\SPNWFS\VOL1 \DATA\PROJ\803450J\0071 \ltr 1-31-00 klaers.doc

1326 Energy Park Drive · St. Paul, MN 55108 · 651/644-4389 fax 651/644-9446 toll free 888/368-4389
