If <br />built, the Community Center will be assured of a very high user <br />rate. <br /> <br /> Amid the demographic changes Elk River is undergoing,, there <br />is a high degree of citizen contentment. But, needs are also <br />changing; already a consensus exists for a change in direction on <br />parks and recreational offerings. And, a City which has serve~ <br />its residents well in the past may find itself hard pressed to <br />meet future needs. There is a clear need for more meeting spaces <br />in Elk River. Expanded parks and recreational opportunities will <br />also gain more support: it is only a question of time until a <br />majority coalition exists for further action, even if property <br />ta~e? increase. During this period of time, then, it will be <br />critical to establish co~rses of actions and priorities that not <br />only ~atisfy current needs but anticipate future wants. While <br />this may be challenging, it also provides an opportunity for <br />innovatiqn and creativi~y. Based upon the past, the citizenry <br />clearly feels that the City is well-equlpped to meet the future. <br /> <br />9 <br /> <br /> <br />
