ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> August 18, 1994 <br /> Mr.Dave Anderson <br /> Chair, Elk River Park and Recreation Commission <br /> Elk River City Hall <br /> Elk River, MN 55330 <br /> RE: PROPOSED 1995 RIVERFRONT TRAIL; <br /> ELK RIVER CENTRAL BUSINESS DISTRICT <br /> Dear Chair Anderson: <br /> On August 11, 1994, the Elk River Housing and Redevelopment Authority (HRA)finalized its <br /> 1995 budget. An element of the budget includes an allocation of$17,000 towards the study; <br /> • and perhaps the initial improvements of, a riverfront trail in Elk River's Central Business <br /> District(CBD). Although the HRA's initial interest lies in funding a trail within the CBD, <br /> numerous options on extending this trail come to mind. For example, the trail may one day <br /> link the CBD to Babcock Park. The alley adjacent to the Sunshine Depot may be a link to <br /> connect this trail with Main Street and north to Jackson Avenue. For these reasons, I am <br /> asking that the Park and Recreation Commission consider an equal match of funds to help <br /> support an initial effort of the CBD riverfront endeavor. <br /> In addition, it may be appropriate for the Commission to consider one or two representatives <br /> to serve on a yet-to-be-established committee for this project. Other members of the <br /> committee may include HRA Commissioner(s), CBD property owners,and community <br /> residents, etc. <br /> All in all, an initial riverfront trail that begins in the CBD represents an exciting project.
