ty lof MEMORANDUM <br /> k • <br /> River TO: PARK AND RECREATION COMM. <br /> FROM: STEPHEN ROHLF, BUILDING AND <br /> ZONING ADMINISTRATOR <br /> DATE: MARCH 28, 1994 <br /> SUBJECT: COMMUNITY ATHLETICS <br /> The subject of community athletics can not be confined to within the <br /> boundaries of the City of Elk River. Participation in youth, junior varsity, <br /> varsity, and adult athletic activities all draw from a larger area, the entire <br /> School District. <br /> Within the School District, twenty (20) governmental jurisdictions exist; five <br /> (5) counties, seven (7) cities, and eight (8) townships. Coordination amongst <br /> these entities regarding community athletics is essential. In a 1989 survey <br /> conducted by Decision Resources, Ltd. for the City of Elk River, sixty-one <br /> percent (61%) of our residents favored a joint agreement with the School <br /> • District on youth athletics. <br /> The City of Elk River is centrally located within the School District (see the <br /> attached School District map). Because of this, most of the schools and, <br /> consequently, most of the community athletic facilities are located in Elk <br /> River. <br /> This situation has led to two criticisms. The criticism outside of Elk River is <br /> that other communities within the School District are deprived of local <br /> community athletic facilities. The criticism from within Elk River is that Elk <br /> River is doing more than its share for community athletics. The feeling is <br /> that community athletic facilities developed by the City of Elk River serve a <br /> need for more than just our citizens and the land for these facilities is taken <br /> out of our tax base. <br /> Communities that have a desire and the means to develop community <br /> athletic facilities in their areas should be encouraged to do so. Communities <br /> that do not provide their share of these facilities should support the efforts of <br /> the communities that do. <br /> This leads us to the question at hand, "What is Elk River's fair share?" <br /> • Included with this memo are worksheets on each sport to aid in projecting <br /> the ultimate number of athletic facilities that will be needed for the City's <br /> P.O.
