• The Park and Recreation Commission directed staff to question School <br /> District 728 about their possible use of the property south and west of <br /> the City street garage. The School District response was that the do <br /> not plan to locate a building on that site. <br /> The following questions have arisen: <br /> 1. <br /> 2. <br /> Is the City in a position to furnish property and a tax-free <br /> facility to a private lessee? <br /> Is this type of building wanted or needed in the Oak Knoll <br /> Park or any other athletic complex? <br /> 3. If this business venture fails, would the City be left with <br /> mortgages or liens on a private building on public <br /> property? <br /> 4. Should this be an economic development issue rather <br /> than a park issue? <br /> 10. Discuss Trail Locations within Woodland Trails Park <br /> Enclosed is a map of Woodland Trails Park with the proposed trail <br /> system, including paved trails and grass trails, and a letter from Mike <br /> Niziolek regarding the location of an environmental studies building <br /> and trail system. <br /> Mike raises concerns about the proximity of the trail to the <br /> environmental studies building and how the passage of people on these <br /> trails will influence wildlife that may be observed from within the <br /> building. I suggest a discussion by the Park and Recreation <br /> Commission so that a decision may come forward regarding what will <br /> be benefits and losses over this trail link so that we might plan <br /> accordingly for this summer's trail construction. <br /> 11. Discuss Overhead Power Lines along Park Property <br /> Within the past year, there have been many overhead power <br /> transmission lines constructed in and around City parks as well as on <br /> City street rights-of-way. I raise this issue as a discussion item so if <br /> concerns for visual pollution are raised, these concerns may be <br /> forwarded to the Utility Commission for their consideration. <br />
