• 8. WOODLAND TRAILS PARK DEVELOPMENT <br /> In September, the Commission took a tour of the Woodland <br /> Trails Park. A LAWCON Grant has been obtained for some <br /> development activities in this park. Attached for your <br /> information are some financial figures on the park <br /> proposal and some maps of this park area. The Commission <br /> should further discuss with Phil Hals the timing of the <br /> improvements and specifically what improvements should be <br /> financed within the grant proposal and the City's matching <br /> requirement and which components of the park improvement <br /> project should be funded outside of the grant program. <br /> The grant program carries with it some restrictions and it <br /> may be to the City' s benefit to exclude the entry road <br /> from part of the grant project and finance that component <br /> of the improvement project exclusively with City funds . <br /> This would provide us with more flexibility when and if <br /> this road needs to be realigned. Discussion by the <br /> Commission also needs to take place regarding the existing <br /> house and garage on the Nord property. <br /> 9 . DISCUSS LEGAL OPINION ON SALE OF DEDICATED PARK PROPERTY <br /> I have obtained some information from the City Attorney <br /> regarding the disposal of park dedicated property. In <br /> • general, it is extremely difficult for the City to dispose <br /> of property that is obtained through the park dedication <br /> process . If property is obtained from another method, <br /> such as through an outlot designation on a plat, or if <br /> land is simply given to the City in lieu of park <br /> dedication and not carry any of the park dedication formal <br /> requirements, then the City has much more flexibility in <br /> use of the land, disposal of the land, or exchanging <br /> property. Either Phil or I will be in attendance at the <br /> October 13, meeting to provide the Commission with a <br /> verbal update on this agenda item. <br /> 11 . OTHER BUSINESS <br /> a. Invite Orono Lake Addition Residents to November <br /> Meeting - Discussion has taken place about the <br /> timing to invite the neighbors around City Hall to a <br /> Commission meeting to discuss the development of the <br /> 3 .5 acre site in the southeast corner of the City <br /> Hall property. I think it is an overall goal of the <br /> City to have some development activity take place in <br /> this area in 1994 . <br /> b. Commissioner Terms and Vacancies in 1993 - The <br /> • terms of Commissioners Clair Olson, Dave Anderson, <br /> and Sue Daleiden expire at the end of 1993.
