cH oward R, Green Company <br /> SULTING ENGINEERS <br /> <br />December 15, 1999 <br />File: 809010J-0240 <br /> <br />Mr. Steve Wensman <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: VALVOLINE INSTANT OIL CHANGE <br /> SITE PLAN REVIEW <br /> <br />Dear Mr. Wensman: <br /> <br />As requested we have reviewed the Valvoline Instant Oil Change submittal package. The <br />package consisted of a site plan, landscaping plan, grading and utility plan, Alta survey and <br />building details. The submittal was prepared by K.K. Design and was dated November 29, <br />1999. Based on our review we would offer.the following comments. <br />1. The site plan should include a sidewalk extending from the building to the existing sidewalk <br />along Evans Street. <br />2. There are some landscaping elements in the northeast corner of the site, which fall in a <br /> drainage and utility easement. These landscaping elements should be removed from the <br /> utility easement area. <br />3. The driveway entrance into the building site is located approximately 125-feet from Evans <br /> Street. This is a reasonable distance for this driveway to be located away from Evans <br /> Street. This driveway location will dictate where the driveway is located on the undeveloped <br /> lot located to the east. <br />4. From the proposed building site drainage would flow to the east to the service drive. There <br /> are no additional catchbasins shown to pick up to drainage generated from the Valvoline Oil <br /> site. There is an existing 30-inch storm sewer pipe which crosses their driveway near the <br /> connection to the service road. We would suggest that additional catchbasins be added to <br /> this 30-inch storm sewer line in an effort to pick up all drainage prior to flowing onto the <br /> service road and potentially onto Evans Street. <br />5. The grading plan does show the perimeter of the site being provided with silt fence with the <br /> exception of the driveway access points. The driveway access points will be provided with a <br /> rock construction entrance approximately 6-inches deep, 50-feet long with a width that <br /> varies. This approach should provide adequate erosion protection during the construction. <br /> <br />if you have any questions regarding any of these items please call. <br /> <br />Sincerely, <br /> <br />Howard R.
