Memo to the City Council/AS 00-01 <br />January 18, 2000 <br />Page 2 <br /> <br />septic system as City sewer and water are not available. The new lot being <br />created will also require on site water and septic system. The site appears to <br />have adequate soils and space for an on site septic system. <br /> <br />Drainage and Utility Easements <br /> <br />Ten foot drainage and utility easements will be required inside the front and <br />rear lot lines and five foot drainage and utility easements will be required <br />inside both side lot lines. These easements are shown on the site survey. <br /> <br />Road Right-of-Way <br /> <br />The survey indicates a 33-foot road right-of-way from the centerline of <br />Filmore. The City Engineer reviewed the survey and reported that the right- <br />of-way from the centerline is actually 40 feet and that the survey is in error. <br />With the additional right of way, both lots will conform to the minimum lot <br />size requirements. Prior to recording the easement, the applicant will be <br />required to submit an accurate survey for review by the City Engineer. <br /> <br />Park Dedication <br /> <br />There are no parks identified for this area in the Master Park and Recreation <br />Plan. A park dedication fee of $1,200.00 and a $200.00 trail fee will be <br />required for the new lot being created prior to recording the administrative <br />subdivision at the County. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council recommend approval of the request <br />for Administrative Subdivision to subdivide 5.8 acres with the following <br />conditions: <br /> <br />THAT DRAINAGE AND UTILITY EASEMENTS BE GRANTED TO THE CITY, <br />TEN FOOT INSIDE THE FRONT AND REAR PROPERTY LINES AND FIVE <br />INSIDE THE SIDE PROPERTY LINES, FOR BOTH PARCELS PRIOR TO <br />RECORDING THE SUBDIVISION WITH THE COUNTY. <br /> <br />2. PARK DEDICATION FEE BE PAID IN THE AMOUNT REQUIRED BY THE CITY <br /> PRIOR TO RECORDING THE ADMINISTRATIVE SUBDIVISION. <br /> <br />THAT PAYMENT OF SURFACE WATER MANAGEMENT FEE IN THE AMOUNT <br />REQUIRED BY THE CITY FOR EACH OF THE NEW LOTS BEING CREATED <br />BE PAID PRIOR TO RECORDING THE ADMINISTRATIVE. <br /> <br />THAT THE LOT SURVEY BE REVISED AND SUBMITTED TO THE CITY <br />ENGINEER FOR REVIEW AND APPROVAL PRIOR TO RECORDING THE <br />ADMINISTRATIVE SUBDIVISION WITH THE COUNTY. <br /> <br />\\elkriver\sys\shrdoc\planning\stevewen\ccmmo\asO0-O 1 .doc <br /> <br /> <br />
