<br />The Northstar Corddor Development Authority met on December 9, 1999, at 4:30 p.m. at the
<br />Sherburne County Government Center, Elk River, Minnesota. .--
<br />
<br />The followin~j members, alternates and citizens were present:

<br />1. The meeting was called to order at 4:35 p.m.
<br />
<br />A motion was made by John Norgren, seconded by Patrick Cairns and carded
<br />unanimously to approve the agenda of December 9, 1999, and the minutes of November
<br />4, 1999, as presented.
<br />
<br />A motion was made by Dan Erhart, seconded by Dave Saunders and
<br />carried unanimously to approve two invoices from MainLine Management in the amounts
<br />of $20,689.25 and $20,934.24.

<br />4. Executive Committee Report:

<br />
<br />A motion was made by Duane Grandy, seconded by Gary Erickson
<br />and carried unanimously to approve the recommendation
<br />of the Executive Committee to approve the 1999 amended budget, the
<br />proposed contract amendments for 1999 and 2000, and the proposed
<br />2000 budget and authorize the Chair to finalize negotiations and execute
<br />the contract amendments.

<br />
<br />A motion was made by Tom Gamec, seconded by Jerry Leese and carried
<br />unanimously to approve the recommendation of the Executive Committee to
<br />authorize working with Mn/DOT to develop up to four initial multi-modal
<br />transit facilities in the Northstar Corridor.

<br />Tim Yantos and Stephanie Eiler reviewed the goals of the NCDA Major Investment
<br />Study (MIS) during the past two years.
<br />
<br />Rick Nau, BRW, Inc. reviewed the suggested process for selecting the locally preferred
<br />transportation investment strategy (LPTIS) and the results of the analysis of the five
<br />alternatives being studied: 1) No Build, 2) Transportation System Management (TSM),
