The State Aid <br />rules do allow cities such as Elk River to borrow at no interest from the general State Aid fund. <br />This is done on an annual basis and then paid back immediately with the next year's allotment. <br />We have done this for several years and I would recommend that the City Council consider the <br />attached resolution requesting that the City of Elk River be advanced monies from the general <br />fund of the State Aid system in the year 2000. <br /> <br />If you have any questions regarding this issue I will be in attendance at your January 10, 2000 <br />City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
