Background/Discussion Staff has prepared plans and specifications for the 2015 seal coat project. This year’s project continues the same approach that was approved and followed in 2014. We again are proposing to continue the process of crack filling all streets in the city on an 8-year rotation. This is our primary defense for water penetrating roadway surfaces. We re-evaluated the surface conditions of all of the roadways which were crack-filled in 2014 to determine, of those segments, which ones should be seal coated this year. We are no longer blanket covering all of those segments, but rather seal coating segments that, without treatment, would be subject to excessive premature failure. The attached plan represents the areas proposed to be seal coated this season. For the past two years the crack filling work has been contracted as part of our seal coating project. This year, the crack filling work will be completed with city crews. Upon approval, staff will advertise the project for bidding and bring the lowest responsible bid back to the City Council for consideration and final approval. Financial Impact There is no cost associated with the requested action. The budget for 2015 preventative maintenance is $365,199. Once bids are received, staff will evaluate the remaining budget to determine if other further deteriorated areas can be treated with a more comprehensive mill and overlay within the budget.
