ITEM 11 <br /> tyof TO: PARK AND RECREATION COMMISSION <br /> ilk River <br /> FROM: PATRICK KLAERS, CITY AD �, R <br /> DATE: OCTOBER 29, 1992 <br /> SUBJECT: CITY HALL SITE AND ORONO PARK <br /> DEVELOPMENT DISCUSSION <br /> In the spring, the Commission reviewed possible development <br /> options for park and recreation activities around the new City <br /> Hall site. Most of the attention of the Commission was <br /> directed at the 3 .5 acre parcel on the southeast corner of this <br /> site. The Commission has also discussed the old E & 0 property <br /> directly west of Orono Park surrounding the apartment complex. <br /> Attached for your review are the February, 1992, and March, <br /> 1992, Park and Recreation Commission minutes where the 3 . 5 acre <br /> parcel was discussed and some maps that showed the existing <br /> parcel plus possible development options for the entire area. <br /> Per City Council direction, citizen input will be required in <br /> formulating a plan for the 3.5 acre parcel. At this time, the <br /> Commission needs to develop a proposal and a time frame for <br /> implementation of the proposal for the 3.5 acre parcel . This <br /> information then needs to be presented to the public and to the <br /> City Council . The City Council will then guide the <br /> implementation of the proposal based on available dollars . <br /> Implementation of a plan may not take place until 1994, but a <br /> proposal should be finalized in early 1993 . It appears that <br /> the major 1993 activities around City Hall will at least <br /> include landscaping, planting of trees, cleanup of the lake <br /> shore area, and the development of trails. <br /> In looking at the entire City Hall site, the Commission must <br /> also pay some attention to the west Orono Park area (or the old <br /> E & 0 site) . Permanent or long term development of this area <br /> is difficult to plan at this time as the traffic pattern in the <br /> area is uncertain and this affects the long term use of this <br /> area. At this time, it appears that parking may be an issue or <br /> a need in this area. However, it is conceivable that a <br /> fairgrounds parking agreement may take place and this could <br /> negate the need for additional parking. Nonetheless, if the <br /> Commission is certain that additional parking is needed in the <br /> area, it may be appropriate to try to find the best location <br /> for this parking lot and then plan the development of the site <br /> around this parking area. The Commission should note that a <br /> well is under construction directly south of the apartment <br /> complex and it is anticipated that a water tower will be <br /> constructed within the next five years in the area directly <br /> west of the apartment complex. The Commission may want to <br /> (40 consider a temporary park and recreation land use for the E & 0 <br /> area until more plans are finalized regarding the <br /> transportation pattern in this area. <br /> 720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 <br />
