"icy of <br /> •lk River TO: PARK AND RECREATION COMMISSION <br /> FROM: STEPHEN ROHLF, B & Z ADMINISTRATOR <br /> DATE: SEPTEMBER 30, 1992 9L <br /> SUBJECT: CONSIDERATION OF PATHWAYS FOR ELK <br /> CENTER WEST <br /> John Weicht and Associates are proposing a major commercial <br /> development west of Highway 169, north of School Street and <br /> east of Jackson Avenue. There is a map attached showing the <br /> general location of the affected property. Also attached is a <br /> site plan. This site plan is subject to change, but we will <br /> give you a general idea of the layout of the site. <br /> Staff is asking your consideration on the following the issues : <br /> 1 . Should the City's pathway plan be amended to include a <br /> major pathway along Jackson Avenue from Highway 169 to <br /> School Street. From that point south, there are already <br /> sidewalks in place. <br /> The City's trails and parkway plan currently identifies <br /> • east/west trails in both the location of School Street and <br /> 193rd Avenue. Also, there are wide shoulders on Jackson <br /> Avenue that accommodate foot traffic. Concern has been <br /> raised by residents of this area regarding the elimination <br /> of these shoulders with road improvements necessitated by <br /> the development and also the increased need to separate <br /> pedestrian and bike traffic from vehicle traffic. <br /> Staff is recommending that the pathway plan be amended <br /> adding a pathway from 193rd Avenue to School Street along <br /> Jackson Avenue. Further, we are recommending a 10 or 12 <br /> foot bituminous path to accommodate bikes . <br /> 2 . Staff is asking the Park and Recreation Commission to <br /> consider the need for sidewalks along the extension of <br /> Freeport Avenue through the development. Staff feels <br /> pedestrian traffic should be accommodated through this <br /> development and is recommending a five or six foot <br /> sidewalk on one side or the other of Freeport. <br /> 3 . City maintenance of pathway and sidewalk - This last issue <br /> is probably more of a consideration for the City Council, <br /> but it is an issue that arises if additional pathways and <br /> sidewalks are added.
