i. Park Service Area No.31 <br /> This PSA will receive residential development and needs <br /> a neighborhood park. A possible location for a <br /> neighborhood park is adjacent to a lake in this PSA that <br /> was created by gravel mining. <br /> 2. Area Wide Parks- Page 98 <br /> There are four area wide parks proposed in the revised Master <br /> Park Plan. One in the northwest area (possibly a tamarack <br /> swamp), one in the northeast area (possibly Eagle Lake), one in <br /> the south central area (possibly Houlton's farm), and one in the <br /> southwest area (adjacent to the Mississippi River). Since the <br /> rural areas of the city will not have neighborhood parks, staff <br /> feels that it is important that area wide parks be established in <br /> the northwest, northeast, and southeast corners of the city so <br /> they are not void of parks. <br /> Section D <br /> Proposed Trail System <br /> 1. Pedestrian and Bicycle Trails- Page 101 <br /> • <br /> Staff is proposing language that legitimizes widened shoulders <br /> be used for trails in the rural areas, at least temporarily. Also, <br /> tying into the regional trail system along the Mississippi River, <br /> is emphasized. <br /> 2. Parkways- Page 103 <br /> Staff recommends that the parkway loop that was proposed in <br /> the original master park plan be deleted. We feel it is <br /> unrealistic that it would ever be accomplished. <br /> 3. Snowmobile Trails, Equestrian Trails, and Overhead Powerline <br /> Corridors- Pages 104 and 105 <br /> Staff feels we should consider using utility corridors to <br /> accommodate these types of trails, especially the NSP power line <br /> as an east/west snowmobile corridor instead of County Road 33. <br /> p-rSR/bz/stever <br />
