Neighborhood Park <br /> - The most significant changes to the classification system <br /> for parks was to the neighborhood park classification. <br /> They are now proposed to serve 1,000 people, they are 2 <br /> to 4 acres in size versus 5 to 25 acres, and they are only <br /> located in the urban area of Elk River. <br /> c. Athletic Complex <br /> - The name community playfield was changed to athletic <br /> complex so it would not be confused with community <br /> parks. <br /> 3. Staff feels we have reflected in this section the Park and <br /> Recreation Commission's ideas, however, you will want to review this section <br /> • closely. <br /> 1. Park Service Areas (PSA) - Page 78 <br /> You will note in the revised park plan, that 3 pages were left <br /> blank in this section. Staff is trying to anticipate additional <br /> park service areas once the council ultimately defines the urban <br /> service area. You will recall that the urban service area is <br /> divided into park service areas. Attached is a map showing <br /> what staff feels will be that ultimate urban service area with <br /> proposed park service areas defined. The following comments <br /> relate to those newly defined park service areas: <br /> a. Park Service Area No.23 <br /> This is an existing PSA which staff is proposing to <br /> enlarge and shift the proposed neighborhood park to the <br /> east, to be more in the center of the newly defined <br /> boundary.
