ITEM 6. <br /> ELK RIVER HOUSING AND REDEVELOPMENT AUTHORITY <br /> MEMORANDUM <br /> TO: Park and Recreation Commission <br /> FROM: William Rubin, HRA Executive Directo/�/L. <br /> DATE: SEPTEMBER 13, 1995 <br /> SUBJECT: Review and Comment <br /> Mississippi Riverfront Pathway Project <br /> Concept Plans <br /> Introduction <br /> On August 21 and August 28, the Elk River City Council and the Elk River <br /> Housing and Redevelopment Authority(HRA)respectively scheduled a <br /> public hearing for October 2, 1995, to consider the concept plans for the <br /> • <br /> Mississippi Riverfront Pathway Project within the Elk River central business <br /> district. <br /> Prior to those hearings, the Municipal. Utilities Commission,the Park and <br /> Recreation Commission, and the Planning Commission have been asked to <br /> review and comment on the concept plans. <br /> Background/History <br /> The Mississippi River has become a long-neglected asset in downtown Elk <br /> River. Recognizing an opportunity exists to revitalize this area, the Elk <br /> River HRA established the Riverfront Corridor Committee in August of 1994. <br /> This citizen-led group organized itself last fall, and, following interviews with <br /> numerous candidate firms, it recommended that the HRA engage the design <br /> and landscape architecture firm of Hoisington Koegler Group, Inc. <br /> Hoisington Koegler has participated in numerous public workshops in order <br /> to gather information necessary in the design of the concept plans for the <br /> pathway project. <br /> The HRA is now at the point in its contract with Hoisington Koegler where it <br /> is necessary to seek approval of the pathway's concept plans. Therefore, it is <br /> in order for the Park and Recreation Commission to review and comment on <br /> • them. Representatives from Hoisington Koegler will be in attendance at the <br /> P.O.
