• The trail system will be developed using a combination of detached trails, <br /> g , <br /> sidewalks, and widened road shoulders. The affordability of developing and <br /> maintaining this trail system will at all times be considered by the trail plan. <br /> In the rural areas of the City, widened shoulders along County roads will <br /> mostly be used for movement of pedestrians. The widened shoulders will be <br /> developed road by road as they are upgraded. The width of the widened <br /> shoulder will be reviewed case by case based on the population density, the <br /> alignment of the road, and type of designations. If conditions warrant, a trail <br /> designated as a widened shoulder may be upgraded to a detached trail. In the <br /> urban areas, trails will mostly consist of detached trails and sidewalks. <br /> Snowmobile Trails <br /> The snowmobile trail concept plan shows the location of regional snowmobile <br /> trails in relation to the City of Elk River.It is recommended that access for <br /> snowmobilers across Elk River, both north/south and east/west, to gain <br /> access to the regional snowmobile trail, is provided. <br /> • Snowmobile trails are usually in conflict with other trail systems, except to <br /> the extent that seasonal use can accommodate more than one activity. For <br /> safety reasons as well as aesthetic considerations, it is recommended that <br /> snowmobiles not be allowed in areas designated for pedestrians and cross <br /> country skiers. <br /> Snowmobiling is recognized as a legitimate recreational activity, however, it <br /> is an activity that needs to be closely regulated. Policies related to <br /> snowmobile usage of parks and recreation trails need to be prepared. <br /> Equestrian Trails <br /> It is recommended that portions of the trail system be designated for <br /> horseback riding. Providing a parking lot for vehicles and horse trailers, on <br /> City owned land in the location shown on the trails map, allows access to the <br /> City of Ramsey's equestrian trails. The plan further recommends that a <br /> portion of the railroad hiking trail provide for equestrian use. It is further <br /> recommended that other areas such as Woodland Trials Park provide looped <br /> riding trails. <br /> • <br /> trailSR/bz <br />
