Because there is an increase <br /> in the project's acreage, the Council must determine if there is a potential of <br /> significant environmental impacts, which would then require an updated <br /> Environmental Assessment Worksheet to be done. Steve Rohlf indicated that <br /> staff's recommendation is that the EAW not be required because all <br /> environmental issues involved with the project were identified and addressed <br /> during the original EAW process. <br /> Steve Rohlf reviewed the requirements of an indirect source permit (ISP). He <br /> stated that an ISP is not required at this time. <br /> COUNCILMEMBER HOLMGREN MOVED THAT THE PREVIOUS EAW FOR HILLSIDE <br /> ESTATES IS ADEQUATE AND THAT AN UPDATED VERSION IS NOT NECESSARY DUE TO <br /> THE INCREASE IN ACREAGE OF THE COMMERCIAL DEVELOPMENT. <br /> COUNCILMEMBER SCHEEL SECONDED THE MOTION. Comprehensive Land Use Plan Amendment, Rezonina, Preliminary Plat <br /> p(eitir and Conditional Use Permit by Phoenix Enterprises, Public Hearing Case No.'s LU <br /> 96-1. ZC 96-11 P 96-1 and U 96_1 <br /> City Planner Steven Ach explained the requests as follows: <br /> 11/ IE4 • Comprehensive Land Use Plan Amendment - (LU 96-1) to change the <br /> land use designation from HB (highway business) to MR (medium density <br /> residential) and MR (medium density residential) to HB (highway <br /> business). <br /> • Rezoning (ZC 96-11) approximately 29 acres from Rle (single family <br /> residential) to PUD (Planned Unit Development). <br /> • Preliminary Plat (P96-1) to subdivide approximately 29 acres into one <br /> commercial lot and three outlots. <br /> • Conditional Use Permit (CU 96-1) for development plan approval of a <br /> commercial planned unit development. <br /> Steve Ach explained that the four applications involve the extension of <br /> commercial development north of Sax Foods up to 197th Avenue. The project <br /> includes development plans for approximately 245,000 square feet of <br /> commercial development. At this time, the only tenant is a proposed 161,000 <br /> square foot Menards facility. <br /> Steve Ach indicated that following the Planning Commission public hearing for <br /> the proposed development, several concerns were discussed. The Planning <br /> Commission recommended approval after addressing the concerns listed in the <br /> Memo to Mayor and City Council from the City Planner dated March 11, 1996. <br /> Steve Ach indicated that the Park and Recreation Commission recommended a <br /> 75 foot park corridor along the north portion of Outlot B. He explained that the <br /> corridor would provide a connection with other corridors in Hillside Estates <br /> residential area and would also provide a buffer strip between the commercial <br /> and residential development. <br />
