II/ CITY OF ELK RIVER <br /> RESOLUTION NO. 97- <br /> A RESOLUTION AUTHORIZING THE CLOSURE OF 193RD AVENUE TO <br /> THROUGH TRAFFIC BETWEEN PROCTOR AVENUE AND COUNTY <br /> ROAD NO.1 <br /> WHEREAS, the Elk River City Council has reviewed the transportation plan <br /> for this area and determined 193rd Avenue between County Road No. 1 and County <br /> Road No. 77 is no longer necessary; and, <br /> WHEREAS,the long term transportation system will operate more efficiently <br /> and safely by closing 193rd Avenue to through traffic by directing traffic along <br /> County Roads to controlled intersections;and, <br /> WHEREAS, the condition of 193rd Avenue is in need of repair to support the <br /> traffic currently using the roadway;and, <br /> WHEREAS, the properties lying north of 193rd Avenue are able to access <br /> Proctor Avenue or County Road No. 1 without the need for 193rd Avenue; and, <br /> • WHEREAS, the properties lying south of 193rd also have frontage onto other <br /> roadways where access may be gained;and, <br /> WHEREAS, if the properties lying south of 193rd Avenue present a <br /> development plan requiring the re-establishment of a portion of 193rd Avenue, the <br /> City Council will give full consideration to the request as part of the development <br /> plans. <br /> WHEREAS, the City will retain the right-of-way or easements for roadway <br /> purposes in case portions of 193rd need to be re-established in the future. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of <br /> Elk River 193rd Avenue between Proctor Avenue and County Road No. 1 be closed <br /> to through traffic and converted to a pedestrian corridor by installing a bituminous <br /> trail. <br /> PASSED by the City Council of the City of Elk River this 18th day of August, <br /> 1997. <br /> ATTEST: Henry A Duitsman,Mayor <br /> • Sandra A.Thackeray,City Clerk <br /> f:\shrdoc\document\resoluti\193close.doc <br />
