<br />Request for Action <br /> <br /> <br />To Item Number <br /> <br />Mayor and City Council 4.4 <br />Agenda Section Meeting Date Prepared by <br /> <br />ConsentMarch 2, 2015Ron Nierenhausen, Chief of Police <br />Item Description Reviewed by <br />Promotion of Patrol Captain Lauren Wipper, HR Representative <br />Reviewed by <br />Cal Portner, City Administrator <br /> <br />Action Requested <br /> <br />Approve, by motion, the promotion of Patrol Sergeant Darren McKernan to the position of patrol <br />captain effective March 3, 2015. <br /> <br />Background/Discussion <br /> <br />The position of patrol captain has been vacant since the appointment of Ron Nierenhausen to police <br />chief on February 2, 2015. <br /> <br />The patrol captain is responsible for supervision of the Police Department Patrol Division consisting of <br />five sergeants and 17 patrol officers. Per the Police Department job description and qualifications for the <br />position, Sergeant McKernan is the only qualified supervisor for the position. He is exceptionally <br />qualified for the position. <br /> <br />Darren McKernan is a 15 year veteran of the Elk River Police Department. He was hired as a police <br />officer in 2000 and was promoted to sergeant on February 21, 2011. During his career he has served on <br />numerous specialized units and has had many additional responsibilities including: <br /> <br /> <br /> <br />Field Training Coordinator <br /> <br /> <br />SWAT Team Assistant Leader <br /> <br /> <br />Police Reserve Unit Liaison <br /> <br /> <br />Juvenile Detective <br /> <br />Financial Impact <br /> <br />The position is currently budgeted.
