The NCDA then preceeded to conduct the fatal flaw analysis <br />and eliminated transportation alternatives deemed to be too costly, infeasible or <br />ineffective in meeting the transportation needs of the corridor. <br /> <br />A motion was made by Hank Duitsman, seconded by Duane Grandy, and carried <br />unanimously to approve the following multimodal investment alternatives: - No Build <br /> - Transportation Management/Bus Improvements <br /> - Feeder Bus Improvements, Commuter Rail <br /> - Feeder Bus Improvements, Commuter Rail, Trunk Highway 10 Minor <br /> Upgrade <br /> o Feeder Bus Improvements, Commuter Rail, Trunk Highway 10 Minor <br /> Upgrade, River Crossings <br /> <br />Stephanie Eiler, Anoka County, updated the members on the Mn/DOT Commuter <br />Rail Study. <br /> <br />A motion was made by Paul McCarron, seconded by Scott Harlicker to request <br />That the Northstar Corridor Steering and Advisory Committee draft a letter to be <br />directed to Mn/DOT detailing the desire of the Northstar Corridor Development <br />Authority to communicate it's desire not to stop the commuter rail at the City of <br />Ramsey. <br /> <br />The members received a copy of the draft Implementation/Business Plan of the <br />Twin Cities Metropolitan Commuter Rail Study Steering and Advisory <br />Committees dated September 30, 1998. <br /> <br />General discussion was held on the governance of commuter rail. A request was <br />made to obtain samples of governance's of current operating commuter rail <br />systems. <br /> <br />A motion was made by Steve Billings, seconded by Tom Gamec and carried <br />unanimously to forward the proposed commuter rail planning and project <br />development process draft #3 dated October 29, 1998 to MN/DOT with a letter of <br />request considering this model. <br /> <br />Biz Colbum, BRW, Inc. presented a summary of the Commuter Rail Open House <br />Public Informational Meetings held in Elk River, St. Cloud and Fridley. <br /> <br /> <br />
