�Lr A. <br /> MEMORANDUM <br /> ty of <br /> .lk�, T • <br /> River TO: Park & Recreation Commission <br /> FROM: Steve Ach, City Planners <br /> DATE: May 14, 1997 <br /> SUBJECT: Request for Preliminary Plat of <br /> Trott Brook Farms (CPDC) <br /> Issue <br /> The Park & Recreation Commission is asked to consider the park dedication <br /> requirements for the proposed preliminary plat. <br /> Overview <br /> This preliminary plat has been submitted to the Park & Recreation <br /> Commission at two earlier meetings. From those earlier meetings, the <br /> • developers have modified the plat to try and create a 4 - 6 acre centralized <br /> park for the development of this first phase of eastern Elk River. Attached is <br /> a preliminary plat drawing of the entire 300± acre property. Included on the <br /> plat is an area labeled Outlot C which is intended to be a park as previously <br /> discussed with the Commission. In addition, there is also an Outlot D and E <br /> which are primarily wetland areas with some isolated upland knobs that the <br /> developer has proposed as park dedication at previous meetings. As the <br /> Commission has done in the past, any wetland areas dedicated to the city for <br /> park purposes should not be given credit towards the park dedication <br /> requirement. These areas are unbuildable and although they have a natural <br /> and open space value, they do not provide the lands necessary for actual park <br /> development. <br /> Also attached is a sketch drawing prepared by Westwood Engineering of <br /> Outlot C and how it could ultimately be developed. The plan labeled Park <br /> Concept Plan A illustrates an open play field, a tot lot, picnic areas and <br /> general open space. The open play field would require the fill of some <br /> wetlands along its southwest edge. <br /> As previously presented to the Park & Rec Commission, the plat will also <br /> include a pedestrian system of sidewalks along those streets within the plat <br /> envisioned to carry slightly more traffic than the other local streets in the <br /> • development.
