Box 490 <br /> Elk River, Minnesota 55330 sent via fax: 612-441-7425 <br /> Dear Mr. Klacrs: <br /> Please take this letter as a follow up of our conversation last week regarding the suitability of <br /> proposed Family Aquatic Center (FAC) site in Lions Park. We have reviewed the geotechnical <br /> reports prepared by GME Consultants, Inc. and American Engineering Testing, Inc. We are of <br /> the opinion that subsoil conditions will require pilings for pool and building structures. <br /> Pilings are mandatory when unstable and compressible soil conditions exist. Lions Park has a <br /> underlying strata of peat. This type of soil is very undesirable tier the construction of permanent <br /> buildings and pool vessels. This location would also require the installation of an extensive <br /> drainage system under the pool vessel. high ground water will cause a pool vessel to float out <br /> • of the ground. <br /> BMCE has experience with piling and dewatering systems for FACs. A piling and dewatering <br /> system for the size of FAC recommended for Elk River would increase the project cost by about <br /> $600,000. BMCE does not recommend placement of a FAC in such an area unless the <br /> community has a preexisting facility in such a location or there are significant extenuating <br /> circumstances. <br /> We look forward to the opportunity to serve your Community on this important project.
