Parks&Recreation Commission Minutes Page 2 <br /> November 12,2014 <br /> 5.2 Spooktacular Presentation • <br /> Mr.Benoit presented a slideshow of the 2014 Family Spooktacular event. <br /> 5.1 Eagle Scout Project Presentation <br /> Trent Modeen presented his Eagle Scout project; create a new access trail in <br /> Woodland Trails Park from Vernon Ave. to the Great Northern Trail. <br /> 6.1 River's Edge Commons Park Paver Project <br /> Ms. Fischer presented a slideshow sharing concerns of the deteriorating pavers in <br /> downtown and what the restoration options could be to replace the pavers and <br /> improve storm water runoff. The presentation also first made to City Council on <br /> November 3 included five options. The fifth option was preferred by City Council, <br /> which is to replace the pavers at the crosswalks and at the top of the alley,and then <br /> close the remainder of the alley and expand the park. Expanding the park includes <br /> increasing the seating capacity and removing the trees between the alley and the park. <br /> Mr. Hecker mentioned that the design services for this option would be presented to <br /> the Commission at the December Commission meeting. <br /> 6.2 Handke Ice Rink Rental <br /> report.Benoit presented his sta ff ep ort. • <br /> Commissioner Anderson shared that the hockey rinks are larger this year than in the <br /> past and that there will be no space left for open skating,proposing to only flood the <br /> inside rink area. <br /> Commissioner Niziolek stated that it is imperative to offer open skate opportunities <br /> as well as hockey. <br /> 7.1 Park Dedication for the Clark Addition Plat (P 14-08) <br /> Mr.Leeseberg presented his staff report. <br /> Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to <br /> recommend to City Council to accept staff recommendation that park <br /> dedication be paid for one (1) dwelling unit at the rate applicable at the time <br /> the lot split is released for recording. The 2014 rate for residential is $3,712 per <br /> dwelling unit.
