The townhouse area in which you reside was intentionally <br />designed by the developer with private roads, not so much for the paved street width, but <br />because private roads allow narrower fight of ways and closer building setbacks. <br />Therefore, the developer is able to cover more of the property with buildings and less <br />with roadways when they use private streets. Once a project is built on private roads it is <br />very difficult for the city to take over the road ownership and road maintenance. <br /> <br />The maintenance of private roads within a townhouse area is typically handled by a <br />townhouse association agreement. As a point of interest, the $80,660 that your <br />association pays in taxes has historically been split as follows: <br /> <br />50% received by School District #728 <br />25% received by Sherburne County <br />25% received by the City of Elk River <br /> <br />The portion of taxes that the City of Elk River receives, breaks down to approximately <br />$325.25 per resident per year for city services which include, police and fire protection, <br />city administration, streets, parks, and recreation. <br /> <br />Thank you for your letter and I hope that this information addresses your concerns and <br />clarifies the issues for you.
