That § 10 -82, Li- <br />cense of the City of Elk River Code <br />of Ordinances shall be amended to <br />read as follows: <br />(a) Required; term. No person <br />shall own, harbor, or keep a dog or <br />cat over six months of age within <br />the city unless a current license for <br />such dog or cat has been obtained. <br />SECTION 2.
