Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: 1998 BITUMINOUS OVERLAY/ASSESSMENT ADJUSTMENT <br /> <br />Dear Council Members: <br /> <br />Within the last couple of weeks, Mr. Eldon Beard stopped by City Hall to pay his assessment for <br />the 1998 bituminous overlay.. Mr.. Beard. was surprised te find out that he had three separate <br />parcels included in the assessment. Each parcel was assessed $i ,450.00. Mr. Beard indicated <br />that he had no knowledge that he had been assessed for more than one parcel. Mr. Beard <br />should have been sent individual schedules for each parcel. The staff speculates that they may <br />have looked quite similar to each other, with the exception of the parcel ID number, and Mr. <br />Beard may not have paid any attention to them. in reviewing these three parcels they are <br />contiguous, and in fact, two of them were included in the original assessment, and the third <br />parcel was added with the supplemental assessment for the Camp Cozy area. The three <br />parcels are shown on the attached map. <br /> <br />If Mr. Beard had been in attendance at the assessment headng and questioned three <br />assessments, he would have been given the standard answer that if he combined .ali three <br />parcels into one parcel number for tax purposes, he would have his assessment reduced to one <br />unit. The idea being that if he ever wants to subdivide the parcels in the future, he would need <br />to come before the City Council. The City Council then has the discretion to require payment of <br />additional asses,.~nents as a condition of subdividing the property. Therefore, City staff would <br />recommend reducing the Beard assessments from three to one, which has already been paid, <br />conditioned upon Mr. Beard combining all three parcels into one parcel ID number for tax <br />purposes. Mr. Beard has indicated to City staff that he has this combination of parcels in <br />process with the County, and will provide paperwork to the City once it is complete. <br /> <br />If you have any questions regarding this information, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
