Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />EAST ELK RIVER <br />ASSESSMENT HEARING <br /> <br />Dear Council Members: <br /> <br />Attached to this memo is a copy of the presentation I intend to give at Thursday's (December 3, <br />1998) assessment hearing. Given the limited attendance at the public hearing on <br />September 28, 1998, I plan to give much the same presentation. However, since this is the <br />assessment headng, I will put more emphasis on the sanitary sewer and water cost, the <br />proposed assessments, and the method provided in Chapter 429 for appeal of the <br />assessments, and less emphasis on project history, proposed improvements, and cost for the <br />total project. As with the public headng, it is my intention to have handouts very similar to the <br />one attached to this letter available for the public. <br /> <br />At the end of the presentation, I will be prepared to answer City Council questions and/or <br />questions from the public. At the close of the public hearing, I believe the City Attorney will be <br />available to help lead the Council through any objections to the assessment received from the <br />public.' After these are dealt with, it would be appropriate for the City Council to consider the <br />attached draft resolution which adopts the final assessment roll for the improvement. For your <br />reference, I have also included a copy of the final assessment roll. It should be noted that this <br />assessment roll does include portions of the Cargill property. <br /> <br />The other item I could have available for Thursday's meeting would be a resolution accepting <br />the bid and authorizing the execution of the contract with S. R.
