The site is wooded with <br /> evergreens and river bottom species. There is no access over Elk River to the <br /> island, however there is an easement from Troy street. The easement is <br /> narrow at the street, wooded with mature trees, and very steep. <br /> Site Issues <br /> • Steep slopes in easement <br /> • Access to the park <br /> • Poison Ivy Removal <br /> • Flood plain restrictions <br /> • Safety and partying <br /> Concept A <br /> This concept ties into Gagne Park concepts. The island would be used as a <br /> picnic site and camping site for canoe travelers. There would be no vehicle or <br /> pedestrian access from the shore. To address safety and improper use of the <br /> island, a permanent row boat would be stored and locked up on shore for <br /> patrol and emergency use.
