One
• objective was to help determine why the last issue was not successful so that
similar "mistakes" wouldn't be made again and so that the chances for a
successful referendum could be improved. The other objective of the survey
was to determine whether or not an outdoor pool/play area should be
included or excluded from the bond proposal. This essentially is adding $1
million to the $2 million 1997 proposal for outdoor recreation.
Representatives of Decision Resources have indicated to me that the
Executive Summary will be sent up on Monday and we will in turn deliver
this Summary to the Council and Commission. At the meeting on June 3,
Decision Resources will also distribute the survey data results. The survey,
even though it is short, is somewhat complex as they did a random sample of
100 voters in the previous election and also did a random sample of city
residents. Not surprising, the responses in the two surveys are different.
I think that the discussion on Wednesday will concentrate on a few different
areas of interest. One area will be what should be in a bond proposal and
what should not. Another area is whether or not we should even go to the
public with a proposal as, if we are unsuccessful this time, going forward
with another issue a third time will be a very difficult challenge. Another
area to discuss at the meeting is, if the decision is to move forward, what can
• we do in order to make this a "community" issue and not a city (staff,
Council, or Commission) issue so that there is broad base support for the
13065 Orono Parkway • P.O.
