City Council Minutes Page 10 <br />December 17, 2001 <br /> <br />6.6. Request by D.R. Horton for Preliminary. Plat Approval (Trott Brook Farms South), Public <br /> Hearing - Case No. P 01-14 <br /> <br />Staff report by Director of Planning Michele McPherson. Michele indicated that the <br />developer is requesting a preliminary plat consisting of 149 d~velling units on 38 acres of <br />land located at the southeast corner of the intersection of Twin Lakes Road and County <br />Road 12. Michele noted that the Planning Commission recommended approval of the <br />preliminary plat with 27 conditions. <br /> <br />Mayor IGinzing opened the public heating. <br /> <br />Tom Bakridges, project manager, introduced himself to the Council and thanked the <br />staff and members of the Planning Commission and Council for their work on the project. <br /> <br />Mr. Robert Black, 10976 181st Avenue, questioned whether he would incur the cost of <br />moving his driveway when the cul-de-sac is installed. He noted he would rather have his <br />driveway redirected to the south for safety purposes. <br /> <br />Ed Hassek, Westwood Professional Services, representing D.R. Horton, asked about <br />using the Black driveway for emergency vehicle access. <br /> <br />There being no further comments, Mayor Klmzing closed the public hearing. <br /> <br />Councilmember Kuester indicated her concern about emergency vehicle access. <br />Councilmember Motto indicated his concern about open space being contiguous. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE PRELIMINARY <br />PLAT OF TROTT BROOK FARMS SOUTH WITH THE FOLLOWING <br />CONDITIONS: <br /> <br />ALL COMMENTS OF THE CITY ENGINEER SHALL BE <br />ADDRESSED. <br /> <br />o <br /> <br />o <br /> <br />THE CUL-DE-SAC ON STREET A SHALL BE RELOCATED TO BE <br />ADJACENT TO THE BLACK PROPERTY. <br /> <br />PHASING OF THE CONSTRUCTION OF UNITS SHALL BE <br />DETERMINED AND TIMED BASED ON CONNECTING THE <br />STREETS IN THE SUBDIVISION TO A SECOND ACCESS POINT <br />(TEMPORARY OR PERMANENT) TO TWIN LAKES ROAD. <br /> <br />STORMWATER DISCHARGE FROM THE SITE SHALL NOT EXCEED <br />5 CFS (CUBIC FEET PER SECOND). <br /> <br />THE DEVELOPER SHALL PAY FOR A TRAFFIC STUDY <br />COMPLETED BY A CONSULTANT HIRED BY SHERBURNE <br />COUNTY. <br /> <br />ALL COMMENTS OF SHERBURNE COUNTY SHALL BE <br />ADDRESSED. <br /> <br /> <br />
