Keeping in
mind that the approval of any referendum would require a property
• tax increase to fund construction, . . .
5 . Which of these three statements STATEMENT A 1
best describes your feelings? STATEMENT B 2
A. I would vote AGAINST almost STATEMENT C 3
any tax increase for park and NONE OF ABOVE (VOL) 4
recreational facilities develop- DON'T KNOW/REFUSEL2 5
ment .
B. I would vote FOR a tax in-
crease under some conditions, but
AGAINST it under other conditions .
C. I would vote FOR almost any
tax increase for park and recrea-
tional facilities development .
Now, I would like to obtain your reaction to two potential park
referendum proposals. . . .
ROTATE ORDER:
The City of Elk River would propose a three million dollar park
bond referendum for the development of park and recreational
facilities and the construction of an outdoor swimming complex.
It would include the updating of equipment in neighborhood parks,
development of trail segments, and the construction of additional
111 ballfieds . The swimming complex would feature a regulation lap
pool and diving well, family fun leisure swimming pool with a
zero-depth entrance for children and the handicapped, a water
slide and water play area, as well as a bath house and poolside
areas for sunbathing and relaxing.
Residents would be asked to approve a three million dollar bond
referendum to fund the development of park and recreational
facilities and the construction of the outdoor swimming complex.
The bonds would be underwritten through an increase of property
taxes of about $4 . 92 monthly or $59 . 00 annually on a $125, 000 . 00
home .
6 . If the election were today, would STRONGLY FAVOR 1
you favor or oppose this bond FAVOR 2
referendum? (WAIT FOR RESPONSE) OPPOSE 3
And, do you feel strongly that STRONGLY OPPOSE 4
way? DON'T KNOW/REFUSED 5
7 . Could you tell me one or two reasons for your decision?
2
