MEMORANDUM
Oty
Elk River TO: Park and Recreation Commission
FROM: Phil Hals, Street/Park Superintende -
DATE: February 18, 1998
SUBJECT: Agenda Memo
8. Woodland Trails Park Discussion
The following items have come up in the last month from public
comments:
a. Signs - Now that we have the ability to do signs in-house at a
reasonable price, we need some Commission input on a scheme
for location signs along the trail. One citizen told me of a water
navigation system that employs a "right-red-return idea" that
user keeps right at each red sign to return to the starting point.
If any Commissioner has other ideas, please share them before
we start the sign program.
b. Complaints on Dogs in the Park - Dogs have become a source of
irritation for several park users lately. It seems that dogs are
allowed to run well ahead of their owners and confront other
park users. Also, dog droppings greatly diminish the quality of
the ski trails.
Attached is a copy of the City Ordinance regarding dogs on
public property. Please come prepared to discuss this issue on
Wednesday evening.
c. Ski Trail Grooming Expenses - I have asked Dave Anderson to
give an update on the grooming policy and costs involved. After
the first year of operation, I feel that it would be timely to
evaluate this program.
9. Park Dedication Funds
I will have a hand-out available for Wednesday's meeting regarding
the park dedication fund balance and recent expenditures.
13065 Orono Parkway • P.O.
