Honorable Mayor and City Council <br />November 20, 2001 <br />Page Two <br /> <br />In conclusion, it is unlikely that any improvements on TH 10 or TH 169 in the City of Elk <br />River would actually begin construction any sooner than five years, and more likely it <br />would be in the 15 to 20 year time frame. <br /> <br />TRANSPORTATION PLAN <br /> <br />We will be available to discuss components in a typical transportation plan and to listen <br />to input from the City Council relative to their view of the type of transportation planning <br />needed for the City of Elk River. As you are aware, several years ago a plan was put <br />together that was called a transportation plan. In reality, that plan only contained one <br />component of an overall transportation plan. That component was corridor preservation. <br />That transportation plan dealt with identifying and preserving corridors for Tyler Street <br />and an east-west corridor across the northern part of the urban area of the City of Elk <br />River, essentially connecting Anoka County with TH 10 at the west end of the City. <br />Many other issues that are typically contained within a transportation plan were not dealt <br />with by this original study. <br /> <br />PAVEMENT REHABILITATION STUDY <br /> <br />A draft copy of the Pavement Rehabilitation Study is enclosed with this letter. Staff <br />would like to go through our vision for this process. As you review this document, keep <br />in mind that at this point in time it only deals with the old core City streets within the City <br />of Elk River. It is anticipated that once the City embarks on a pavement rehabilitation <br />program, it will go on indefinitely. By the time the streets in the old core City are updated <br />over a course of many years, there will be other streets within the City that are reaching <br />the same age and should be considered for the same type of improvement. <br /> <br />'I75TH AVENUE IMPROVEMENTS <br /> <br />We will be prepared to update the City Council on the progress on this project relative to <br />land acquisition, preparation and approval of plans and specifications, and the issue of <br />whether or not sanitary sewer and water improvements should be included in the project. <br /> <br />OTHER TRANSPORTATION-RELATED ISSUES <br /> <br />There are several other transportation-related issues that can or should be discussed as <br />time permits. These would include: <br /> <br />· Waco Street/TH 10 signalization <br />· TH 169/County Road 33 interchange update <br />· Main Street east of TH 169 left turn lane issue <br />· Jackson Avenue/School Street signal modifications update <br />· TH 10/171st Avenue signal update <br /> <br />Ltr 11-20-01 Council <br /> <br />Howard R, Green Company <br /> CONSULTING ENGINEERS <br /> <br /> <br />
