ASSESSMENTS <br /> <br />The current Elk River Assessment Manual does provide some details on how to <br />proceed with assessments for street reconstruction projects. However, the current <br />manual proposes to assess street reconstruction projects based on a lot's front footage. <br />It is proposed that the assessment policy be revised to assess improvements against <br />the abutting or benefiting properties within the project area on a per unit basis. A "per <br />unit" assessment would consist of assessing a residential lot that could not be <br />subdivided as one unit. Lots that can be subdivided would be assessed multiple units <br />as appropriate. In addition commercial, industrial, and multi-use properties such as <br />apartments, schools and churches would be assessed more than one unit as <br />determined on a case-by-case basis. The proposed assessment per unit is $5,000 for <br />residential properties, which includes street, curb and gutter, sidewalks, storm sewer, <br />and street lighting. The maximum assessment rate per unit should be adjusted annually <br />by the construction cost index. <br /> <br />It is recommended that the following guidelines be adopted and added to the <br />assessment policy to ensure equitable assessments for all affected property owners. It <br />should be noted that the assessment guidelines that follow have been prepared based <br />on circumstances and factors know today. It is recognized that modifications may be <br />necessary from time to time to ensure equitable treatment of affected properties. The <br />proposed additions or revisions to the assessment policy are as follows: <br /> <br />The cost for improving intersections of streets and similar parts of public <br />improvements not immediately fronting on either private or publicly owned property <br />should be distributed over the benefited properties within the assessment area. <br /> <br />A single-family residential lot should be assessed on a per unit basis in accordance with <br />the following guidelines: <br /> <br />· Interior lots - Interior lots fronting on streets should be assessed at 100% of <br /> the per unit basis. <br /> <br />~UNIT UNIT UNIT UNIT UNIT UNIT <br /> <br />STANDARD 1-UNIT LOT <br /> <br />-10- <br /> <br /> <br />
