However, it has been more than one year since the salon has been operated from this <br />residence. According to the Zoning Code a conditional use permit expires after the <br />authorized use ceases for more than 6 months. Therefore, Ms. Davis must apply for a new <br />conditional use permit. <br /> <br />Ms. Davis is the sole operator and there will be one chair. The hair styling service will be by <br />appointment only and her hours of operation will be from 10:00 AM to 8:00PM. Hair styling <br />will be the only service provided. The applicant is proposing to utilize the existing driveway <br />to provide off-street parking. There is room for up to 4 cars in the driveway. Given that Ms. <br />Davis is the only employee and there is only one chair, parking should not be a problem. <br />The salon will be located in the basement; clients will enter through a basement door. A <br />sidewalk connects the entrance to the driveway. <br /> <br />Planning Commission Meetin~ <br /> <br />At the Planning Commission meeting held on October 23~d no one spoke at the public <br />hearing. The Planning Commission recommended approval of the conditional use permit. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council approve this request <br />for a conditional use permit to allow a hair salon as a home occupation with the following <br />conditions: <br /> <br />1. Hours of operation shall not exceed 10:00AM to 8:00PM <br /> <br />2. Signage shall be limited to 4 square feet and mounted on the wall of the home. <br /> <br />3.
