<br />The Northstar Corridor Development Authority met in special session on October
<br />4, 2001 in the Board Room at the Sherburne County Government Center, Elk River,
<br />Minnesota. This special meeting was called by Chair Wergin. All members
<br />received proper notice or consented to a lesser notice.
<br />
<br />Present were: Betsy Wergin, Paul Ostrow, Mark Stenglein, Steve Billings, Gary
<br />Erickson, Tom Gamec, Stephanie Klinzing, Gary Hammer, Renee Zeleny, Greg

<br />1. The special meeting was called to order at 4:30 p.m. by Chair Wergin.
<br />
<br />Agenda: John Norgren moved approval of the Special Meeting agenda as
<br />presented. The motion was seconded by Duane Grandy and approved
<br />unanimously.

<br />Minutes of the September 6, 2001 Meeting: Duane Grandy made a motion
<br />approving the minutes of the September 6, 2001 meeting as presented. The
<br />motion was seconded by Patrick Cairns and approved unanimously.

<br />Mn/DOT Action to Terminate the Northstar Corridor at Big Lake: Overview of
<br />Mn/DOT's Submittal to FTA: Ken Stevens explained that the recent submittal by
<br />Mn/DOT: 1) has the corridor terminus as the City of Big Lake instead of St.
<br />Cloud/Rice; 2) changes the completion date to 2005; 3) only reduces capital
<br />costs by 8% even though it cuts the corridor size in half; and 4) delays the
<br />request to enter final design.

<br />Chair Wergin introduced ElwynTinklenberg, Commissioner of Department of
<br />Transportation, Commissioner Tinklenberg noted that when you submit a grant
<br />application to the FTA, you have to meet certain criteria. Commissioner
<br />Tinklenberg noted that Mn/DOT staff put the application together based on the
<br />FTA's criteria. Commissioner Tinklenberg noted that there are two important
<br />criteria that need to be met, including: local funding and cost per incremental
<br />rider. Commissioner Tinklenberg noted that the FTA told him that the Northstar
<br />Project would not get a recommended status if the project as a whole was
<br />submitted for a recommendation. Commissioner Tinklenberg noted that he can't
