VII. <br /> <br />design plan on July 19, 2001. The City of Minneapolis hosted a similar public <br />heating on August 2, 2001, which was continued to August 16, 2001. <br /> <br />The city and county were required to provide approval or disapproval of the <br />preliminary design plan wittfin 45 days after the Mn/DOT - HCRRA public <br />hearing. If either entity disapproved, it must identify what must be changed to gain <br />approval. The Hennepin County Board unanimously approved (with one absent) <br />the multi-modal connection preliminary design plan on August 21, 2001. Similarly, <br />the Minneapolis City Council unanimously approved (with one absent) the plan on <br />August 24, 2001. With its approval, the city identified four traffic and pedestrian <br />issues to be further resolved during final design. The city also identified the <br />possibility of reevaluation of engineering components to allow for a baseball park <br />that could potentially be located adjacent to the commuter rail/LRT station. <br /> <br />Land Use <br /> <br />Information describing land use along the corridor was also included in the <br />September 28 New Starts Criteria submittal. It described progress on a number of <br />issues ranging from community involved station area planning efforts to zoning for <br />transit-oriented development near stations to private investments in station area <br />development. <br /> <br />An exciting exan~ple is the Elk River Station development at the Elk River station <br />site, a mixed-use neighborhood including apartments, town homes, senior <br />cooperative housing, and various commercial uses. This will place 475 housing <br />units within walking distance of the proposed Elk River commuter rail station. The <br />Elk River City Council has approved the zoning necessary for Elk River Station. <br />An environmental assessment of the development is now underway. <br /> <br />Community Involvement <br /> <br />Since the Project's last quarterly report, there have been a number of community <br />involvement opportunities: <br /> <br />August 7, Meet with the Minneapolis Warehouse District Business Association <br />2001 for input on the multi-modal connection and multi-modal station; <br /> Fine Line Restaurant, Minneapolis <br />August Meet with Marcy Holmes Neighborhood Association (Minneapolis) <br />21, 2001 to describe Northstar Corridor Rail Project and Northeast <br /> Minneapolis commuter rail station; 601 - 13th Avenue Southeast, <br /> Minneapolis <br />September Northstar Corridor Development Authority (NCDA) Board meeting; <br />6, 2001 Sherburne County Government Center, Elk River <br />September Big Lake Chamber of Commerce Panel Discussion; Big Lake High <br />25, 2001 School, Big Lake <br />October 4, NCDA Board meeting; Sherburne County Government Center, Elk <br /> <br />Northstar Corridor Quarterly Report <br />October 31, 2001 <br /> <br /> <br />
