City of
Elk Request for Action
River
To Item Number
Housing and Redevelopment Authority 7.1
Agenda Section Meeting Date Prepared by
General Business January 5, 2015 Jeremy Barnhart,Deputy Director, CODD
Item Description Reviewed by
Update on Housing Rehabilitation Projects
Reviewed by
Action Requested
Receive information on the City's two Housing Rehabilitation programs.
Background/Discussion
Small Cities Development Program. In October 2014, the HRA authorized the pre-application for a
635,000 grant to facilitate housing and commercial reinvestment in the core downtown area. The
application was based on feedback gathered from the previous year's unsuccessful grant application.
The current application was determined to be unfavorable for approval. Based on this staff does not
recommend submitting a full application. Staff will be meeting with DEED to better understand the
deficiencies in our application in February. Staff suspects that greater community outreach and interest
prior to the application will help with next year's application.
2014-2016 Housing Rehabilitation Program. The first year of the three year, HRA funded Housing
Rehabilitation program, administered by Central Minnesota Housing Partnership (CMHP) draws to a
close with 4 projects in process. This includes one project, approved, but withdrawn due to extensive
lead based paint issues. Staff anticipates an aggressive marketing campaign this spring to increase
awareness.
Financial Impact
N/A
Attachments
■ Housing rehab summary
pawIRL0 0
UREJ
