City of <br /> Elk - Request for Action <br /> River O. <br /> To Item Number <br /> Mayor and City Council 4.8 <br /> Agenda Section Meeting Date Prepared by <br /> Consent December 15, 2014 Cal Portner, City Administrator <br /> Item Description Reviewed by <br /> Position Layoff and Severance Lauren Wipper, HR Representative <br /> Reviewed by <br /> Action Requested <br /> Approve,by motion, a layoff separation and severance payout. <br /> Background/Discussion <br /> With the ongoing Pinewood Golf Course litigation,which is expected to continue through the following <br /> season there is no need to maintain staffing for a Golf Course Superintendent. Because Elk River is a <br /> Statutory Plan A city,hiring and termination of employees requires City Council approval. <br /> In 2014, the Superintendent was assigned to the Parks Maintenance Division after the completion of golf <br /> course maintenance. For 2015, course turf maintenance will continue at the same level as in 2014 with <br /> less frequent mowing and only irrigation on the putting greens to ensure they could be returned to a <br /> playable condition in short order. <br /> Staff recommends a similar severance payout as was used in past staffing layoffs. In 2009, the city <br /> provided two months of pay and continued insurance benefits.
