Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Adopt,by motion,a resolution acknowledging support for the Lake Orono Trail project. <br /> Background/Discussion <br /> Staff has identified an opportunity for partial funding of the Lake Orono Trail through the <br /> Transportation Alternatives Program (TAP) administered through MnDOT. <br /> A Letter of Intent was submitted in October by the city engineer and the city received a recommendation <br /> in early November. The project was discussed and recommended by the Parks and Recreation <br /> Commission at their December 10, 2014, meeting. <br /> The trail is identified in the draft Parks and Recreation Plan on page 45 which states "provide trail access <br /> along south side of Hwy 10 from Proctor to Orono Park when the Highway 10 bridge will be replaced <br /> scheduled for 2017." The preliminary design of the new bridge includes a trail, and this project will make <br /> trail access across the bridge to Orono Park possible. <br /> TAP projects receive federal transportation funds for the construction,planning and design of trail <br /> facilities for pedestrians,bicyclists and other non-motorized forms of transportation. The year of <br /> construction for the TAP is Fiscal Year 2019 (July 1, 2018—June 30, 2019). <br /> This project has not been discussed by City Council. Staff is recommending approval of the resolution to <br /> complete the application requirements by the deadline date of December 30, 2014. Further discussion <br /> and approval of funding for this project will need to be discussed by City Council in 2015. <br /> Financial Impact <br /> The City is requesting 80% of the eligible construction costs be funded through the TAP ($640,000). We <br /> will need to provide the matching 20%local share currently recommended at$160,000. The exact <br /> funding source for the city's share will need to be discussed later by City Council. In addition,local city <br /> funds will need to be used for the engineering and administration costs estimated at$200,000.
