FACILITIES RESEARCH /PLAN <br />The City is currently undergoing a facilities study, which will be completed in <br />2015. This study examines the future role and location of buildings in the park <br />and recreation system, including the ice arena, the Lions Park Community <br />Center, the Senior Center, and the Library. The findings of this facilities <br />study will have potential impacts on the park system, especially if the study <br />recommends reconstructed and relocation of some facilities. This facilities study <br />will also affect and improve long term recreation programming outcomes. <br />ELK RIVER WAYFINDING PLAN <br />Parks are included in the 2014 Elk River Wayfinding Plan, a city -wide effort to <br />provide better signage and directional information. The plan includes signage to <br />and within the parks. <br />NATURAL RESOURCES INVENTORY/GREENWAYS <br />In 2004 the City of Elk River completed the Elk River Natural Resources <br />Inventory, which identified areas of high environmental quality and importance. <br />This inventory was used to identify the potential for the greenway and habitat <br />connections and corridors outlined in this master plan. <br />PLANNING PROCESS <br />This Master Plan is based on input gathered in 2014 from the community, <br />stakeholders, city staff, and city officials. The Plan reflects their collective <br />wisdom as expressed through surveys, on -line questionnaires, meetings, <br />focus groups, hands -on exercises, park and community tours, and group <br />brainstorming. The Plan also incorporates the expertise of the consultant team, <br />an analysis of benchmarking data, a system -wide evaluation by city staff and <br />the consultants, information about National Recreation and Parks Association <br />standards, and best practices collected from other communities. <br />The Elk River Parks and Recreation Commission provided guidance and input <br />on the plan content. The Commission and the consultant met during each <br />phase of the planning process with meetings conducted on January 8, May 12, <br />June 11, July 9, September 10, and November 12 of 2014. <br />In addition to the Parks and Recreation Commission meetings, an extensive <br />public outreach effort engaged over 850 residents and stakeholders throughout <br />the process. This public outreach process included: <br />Partner organization and athletic association focus group held on <br />March 27, 2014 <br />• Community Open Houses on June 25, 2014 and August 20, 2014 <br />• Mailed, statistically valid questionnaire distributed and collected from <br />nearly 400 respondents during the Spring of 2014 <br />• Online survey in the Summer of 2014 with over 300 participants <br />responding <br />Draft 11.25.14 <br />,k Elk River <br />River Comprehensive Plan <br />Chapter 1: Introduction 4 <br />
