INTRODUCTION <br />The findings of the needs assessment show that the City of Elk River is <br />working hard to develop and maintain a great park and recreation system. The <br />community surveys indicate that residents recognize the importance of parks <br />and generally support the current direction in which the system is going. Finally, <br />the City offers a wide range of recreation opportunities, from day camps for kids <br />to solitary hikes in the woods. Elk River's park system provides places to play, ski, <br />compete, or to just sit and watch the river. <br />But Elk River is a growing and changing community, which means the City has <br />to have a plan to ensure that the park and recreation system continues to meet <br />the needs of its residents in the future. New parks and facilities will be needed, <br />current parks will need upgrades, the importance of trails will continue to grow, <br />and programs must adapt to evolving community desires. <br />Elk River's "Powered by Nature" brand is built on the city's connections to the <br />outdoors. This plan sets out directions to ensure that "Powered by Nature" <br />accurately represents the city and its residents for years to come. <br />FRAMEWORK PLAN <br />The Framework Plan is a summary of `big picture' priorities for the future <br />and establishes the foundation for the master plan recommendations and the <br />development of focus area plans. In addressing the key needs identified in the <br />System Needs Assessment, the Framework Plan consists of six overarching <br />initiatives for the future: <br />1. Improve Existing Parks and Facilities <br />2. Maintain our Park Assets at a High Level <br />3. Strengthen Trail Connections <br />4. Connect to the River(s) <br />5. Provide Engaging Recreational Programming for the Entire Community <br />6.
